Selling AI to the APS or the AFP: What Their Strategies Require

Their plan is about how they use AI. Yours is about what you must show them.

Selling AI to the APS or the AFP: What Their Strategies Require

Quick answer

If you do not sell to the Commonwealth or the AFP, close this page and use the map of which Australian AI strategy applies. If you do, their strategies tell you how they want to buy and run AI. They do not replace your own short list.

Best for: a supplier that sells software or AI to the Australian Public Service, or that may sell to the AFP. Honest limit: Cipher Projects is not an IRAP assessor, and we do not make a supplier compliant. We can build the system and leave an evidence trail. Counsel and the contract decide the rest. Your own short list is still the AI strategy page.

Last updated: 27 September 2026. Supplier lines below were read that day on the live APS and AFP pages.

What the APS AI Plan is

The APS AI Plan 2025 is for the Australian Public Service. The Finance introduction is the same plan in an announcement. The plan’s own page names three pillars: Trust, People, and Tools. It is how Commonwealth agencies will use AI. It is not your company strategy.

On the Trust page, the plan says the government will require suppliers on the Management Advisory Services and People Panels to advise of any planned use of AI when they answer a request for quote. It also says the government will add clauses to the Commonwealth Contracting Suite and the ClauseBank: consultants and external contractors remain fully responsible for the services they deliver, whether or not generative AI was used, and those clauses are meant to keep that use transparent. Appendix A dated the panel step to the end of 2025 and the contract-clause step to early 2026. Read your contract. This paragraph is not the clause.

What the AFP AI Strategy 2026–28 is

The AFP AI Strategy 2026–28 is the AFP’s plan for how it uses AI through 2028. The publication adopts this accountability line: “Police remain fully responsible for all AI systems they use, including those developed by external vendors.” It does not publish a supplier checklist. It does say the AFP will work with industry. That is a partnership line, not a certification you can claim.

What a supplier should be able to show

Show an owner, a data flow, where the model runs, what the system decides, and how a human stops it. That is the same trail as can you prove it and the six practices. An agency that stays responsible for a system it bought will ask for those facts. We do not claim that producing them makes you compliant, and we are not an IRAP assessor.

What this does not require

It does not require a copy of their strategy with your logo on it. Your strategy is still the short list on the AI strategy page. Get the short list for the worksheet. If you do not sell to these bodies, go back to the map and close this page.

FAQ

Does the APS AI Plan apply to state government suppliers? No. It is a Commonwealth plan for the Australian Public Service. A state buyer can still write its own clauses. NSW government has its own strategy, covered on the map, not here.

Does the AFP strategy apply to every law-enforcement vendor in Australia? No. It applies to the AFP. State and territory police are outside this document. Supply the AFP, and the accountability line above is the part written for vendors. Do not supply them, and you can ignore it.

We already have a private-company strategy. What extra is there? The extra is what the buyer’s plan says you must disclose or remain responsible for, plus the evidence trail they can ask to see. Your short list does not get replaced. Start from the private-company minimum and add the contract.
